Tips are voluntary in the first place. If they want to extort your hard earned tips based on the effort you put in to providing excellent service, then they need to increase your base pay substantially. I hate companies that do this sort of thing. My company strong arms donations to United Way each year because they like saying "83% of our employees give to charity" but it if it is so important to them, they can just frickin' donate themselves instead of sending 15 memos and payroll deduction forms.
