Some states will allow as many passengers as their are seatbelts in the vehicle after 6 months. Other states will allow only 1 non-family passenger, others up to 3 non-family passenger in the back if an adult passenger over 21 is in the front seat with the teen driver. The purpose of that 6 month period is to give the driver time to mature and more time to learn the rules of safety as it relates to the road without being distracted. Once that 6 month period is up, then they can drive with more than one person. Now I don't advise this because I believe the 6 month period really isn't enough time. But since you are the parent you have to decide. It is indeed legal. But make sure you are comfortable. The law says one thing, but if you aren't ready to let her go, then don't. So many teens have died because they were released too early. Do what you feel is best. Yes. She can drive more than one non family member at once.
