		<description>It's absolutely legal.  Sometimes a company just feels like it needs some "new blood" or a fresh approach in a particular position.  Some positions also require particular education elements or prior experience.

What you can do is to express your disappointment that you were not more seriously considered for the position, and ask what specific things you can do to increase your chances for advancement.</description>
