If the car came from the factory with a cat it's illegal to take it off and run without one.

No ,it is not legal. Plus when you go to smog it or annual inspection it will be noted as modified which opens the door to more problems. Also some Police departments are instructing their officers on emissions equipment voilations as a way to ticket street racers.

The only vehicles that are smog exempt are pre-1976. Otherwise if it came with it, it must stay on.

Well you heard wrong remove or alter emission controls in some states you could be ticketed or worse fined. Besides cat converter really helps hydrocarbon/ Carbon monoxide emissions. Texas Is paying people up to $3,000 to get gross polluter cars off of the road. Check local programs in your state.

No, Federal law and if you have to pass emissions for car registration, you'll be screwed. You can remove the muffler(s) and put straight pipes in their place and it will sound/perform like a glass pack muffler. If, however, yours is plugged, you can't even get a used cat from the junk yards; you have to buy new (aftermarket? E-bay?)

Pretty sure that you can't take a cat off anything that comes from the factory with it. If a mechanic verifies that your cat doesn't work for any reason (age, you ran it with leaded fuel, etc.) then you can get a high flow cat to replace it if the car is older than 1996.
