I saw many websites offering this service online (predicting soccer results for a fee). No doubt they contain disclaimers saying thats not betting. Just wanna find out is this legal?

I am not so sure about the answer above… As far as I know it is illegal to bet, gamble on sports events… But sports commentators predict results all the time and they get paid…

Depending which country you are in, selling soccer predictions should be perfectly legal in most countries. Proving a direct connection between selling soccer predictions and betting would be very very difficult in law.
Selling your own knowledge (as long as it is your own knowledge and not of an illegal subject, of which prediction is not) is not illegal so why should this be any different.
As long as the web site has no ties to fixing sports events, bribery and the likes, and the money that is placed and received has no betting influence, then this should not be a problem.
