I am trying to write open source plugins or applications on top of a commercial enterprise software. I would like to know if it causes any legal issues.

   If what your making is open source you can not sell it.

   I’m pretty sure that it is legal. Take this open source plugin for Photoshop, for instance:

   As long as the products’ license agreement doesn’t forbid such “modifications”, it is legal.
