While schools are responsible for providing a safe environment, if they aren't informed of a problem then they can't solve a problem they don't know about. If the harassment and bullying continues, you could file a police report. From there, you could take the report and talk to a judge in juvenile or family court and file a petition through the juvenile justice system. This would be similar to filing a complaint for a warrant against an adult. The juvenile justice system is very different and more complicated than the adult system, but it can work. But first I suggest talking to the school and the other child's parents, and use the juvenile justice system as a last resort. Also consider this. When President Bush implemented the "No child left behind act" it also included wording to facilitate the very problem that you are having. It states, (and I am paraphrasing), that a student is protected, by law, from the time he/she leaves home until he returns. This bully is, according to this Act, interfering with your childs education and she(and her parents) can be prosecuted. I have used this Act personally with my own child and it works. It is best that you, as a parent, familiarize yourself with the rights that your child has as it pertains to her education.
